Summary of the Study

بسم الله الرحمن الرحيم

 

" قَالُوا سُبْحَانَكَ لاَ عِلْمَ لَنَا إِلاَّ مَا عَلَّمْتَنَا

 

إِنَّكَ أَنْتَ العَلِيمُ الحَكِيمُ "

        Introduction

      Educational reality assures the presence of crises that face education in Egypt in addition to the official recognition of them, and the declaration of preparing some plans for facing them. At the same time crises management approach gains more interest in the contemporary administrative thought, a thing which requires studying the education crises in Egypt and evaluating the efforts exerted to face them, in order to reach a prospective technique to manage these educational crises in Egypt.      

      Statement of the problem         

      The problem can be stated in the following main question:

 ¤ How can we reach a suitable approach for crisis management in the different educational levels in Egypt ?

       Out of this question arise the following minor questions:

 

1- What are the most important concepts and trends of contemporary administrative thought in crisis management?

2- What are the most important contemporary approaches in education crisis management?

3- What is the prospective aspect of education crisis management?

4- What is the nature of present educational crises in Egypt and those expected to occur in the future?

5- What is the reality of crisis management, and what are the efforts exerted to face these crises in the different educational levels in Egypt?

6- What is the prospective framework for education-crisis management?

       Aims of study         

1- Assigning the most important concepts and trends of contemporary crisis management of education.

2- Showing the most important features of the prospective aspect of education-crisis management.

3- Showing the most important national trends of crisis management of education.

4- Assigning the nature of present educational crises and those expected to occur.

5- Shedding light on the reality of crisis management and efforts exerted to face them in the different administrative levels in education.

6-  Presenting a prospective framework for crisis management of education in Egypt. 

      Method and tools of study          

     The descriptive method is used in its analytical side. Also, the questionnaire is used in the field study to collect data. Two questionnaires were designed and applied; one for education crises in Egypt and other for reality of crisis management of education in Egypt.

       Sample of study       

      First sample includes four categories represented in staff members in faculties of education, and administrators in the general education (national level - local level - procedural level ), and it is estimated by (447) persons. Second sample estimated by (383) persons includes three categories represented in the administrators of the three levels of education. The sample is restricted to Damietta and Dakahleya Governorates in the local and procedural level. 

        Structure and chapters of the study          

       In the light of study problem, the thesis consists of the following:

 ¤   Part one : General framework of study and review of literature.

- Chapter one: It deals with general framework of study defining the problem and questions and showing aims, importance, method, tools and procedures of study.

- Chapter two: It deals with review of Arabic and English literature showing the relation to the present study.

 ¤ Part two : Theoretical framework of crisis management.

- Chapter three: It deals with concepts and trends of administrative thought in crisis management.

- Chapter four: It deals with the analysis of contemporary world trends of crisis management in education and showing the nature of educational crisis locally and regionally.

- Chapter five: It deals with the prospective aspect of crisis management in education.

 

¤ Part three: The analytical framework of educational crises in Egypt and efforts exerted to face them.

- Chapter six: It deals with the nature of educational crises in Egypt and the analysis of their different aspects.

- Chapter seven: It deals with the efforts of the ministry of education for facing these crises.

 

¤ Part four:  Field study.

- Chapter eight: It deals with the procedures of the field study concerning the choice of sample and preparation of tools.

- Chapter nine: It deals with the results of the field study showing the results of the two questionnaires.

 

¤ Part five:

- Chapter  ten: Prospective framework of education crisis management in Egypt.

- It deals with the bases of the prospective framework showing is features and procedures through presenting three prospective scenarios. At last it includes with some recommendations for facing crises.

       Results of study         

       The most important results of study can be stated in the following points:

 

¤ Crisis management approach is a new approach in the contemporary administrative thought, meant to help organizations and institutions to face crises.

¤ There are a lot of educational crises facing educational systems all over the world.

¤ Some associations and national educational societies in the advanced countries adopt educational crisis management approach as a modern administrative trend.

¤ Educational reality and problems facing education in Egypt witness the different aspects of the educational system deficiency. Also, they assure that these various crises include different elements of the educational system [educational finance – educational buildings – social demand for education – curriculum and testing – teachers and administration – students – accidents and natural disasters – educational policy and decision making – the relation of education to development needs and labour market].

¤ The Ministry of Education exerted some efforts but they are restricted to some educational crises. The ministry acknowledges some crises and denies others. At the same time the ministry deals with some crises but not admitting that they are crises.

¤ The Ministry of education began to adopt crisis management approach by putting some plans and scenarios for facing crises and also holding committees and crisis management control in addition to some training courses for administrators of education.

¤ Field study results shows that the educational crises include different aspects of educational system, noting that the degree of its existence and its administrative level might be different.

¤ Crisis management requirements in the educational institutions are found but less in the pre-crisis stage because of the lack of responding to crisis indicators and the absence of trained teams for crisis intervention.

¤ There are positive attitudes for the sample towards the use of educational crisis management approach in the different stages of crises.
